Who We Are
New Harbor Development, LLC is a capacity-building, Maryland Department of Transportation-certified Minority Business Enterprise (Cert # 16-639) specializing in affordable housing development using Low Income Housing Tax Credits (LIHTC).
Founded in 2016, our business model is based on partnerships and strategic joint ventures with mission-driven organizations. We've built a development pipeline of more than 1,000 units across 10 properties in the Mid-Atlantic region, representing over $400 million in total development costs.
Our Approach
We focus on creating service-enriched affordable housing that goes beyond four walls and a roof. Our projects integrate resident services, community spaces, and neighborhood connections to create thriving communities.

Leadership
Our Team
Michael Font is the President and Founder of New Harbor Development, bringing over a decade of expertise in affordable housing development with a focus on Low Income Housing Tax Credit (LIHTC) projects. Since founding New Harbor in 2016, Michael has built a pipeline of more than 1,000 units across the Mid-Atlantic region through strategic partnerships and joint ventures.
Prior to New Harbor, Michael held positions at National Affordable Housing Trust and Homes for America, where he developed deep expertise in LIHTC financing, entitlements, and public-private partnerships. He holds a degree in Economics from Dartmouth College.
Michael serves on the boards of St. Mary's Housing Corporation and the Maryland Affordable Housing Coalition, advocating for policies that expand affordable housing opportunities across the state.
Jonathan Font is the President and Co-founder of New Harbor Analytics, joining the New Harbor family in 2023 as a partner. He leads the development of Compass, the analytics platform that provides early access to critical HUD data for affordable housing developers.
Before New Harbor, Jonathan was a Principal at Blackstone, where he focused on energy infrastructure investments. His background combines deep analytical expertise with real-world deal execution, enabling New Harbor to leverage data-driven insights in development strategy and underwriting.
Jonathan holds dual degrees in Economics (Wharton) and Computer Science (Engineering) from the University of Pennsylvania.
